About the Chair

Thanks to a grant from the Carnegie Corporation of New York, The Library of Congress is establishing two chairs at the John W. Kluge Center specializing in U.S.-Russia and U.S.-China relations. The chairs will lead policy-relevant research, programming, and bipartisan legislative discussion on U.S. relations with Russia and China. The focus will be on the present state of relations and the public policy challenges likely to face legislators in the future. The Chairs in U.S.- Russia and U.S.-China Relations are appointed by the Librarian of Congress.

Through this chair, the Library seeks to bridge the gap between scholars and policymakers by bringing insights from research to policy and practice.

The chair, who will be in residence at the Library, will be appointed for a period of up to nine months, beginning in or around September 2018, and will lead policy-relevant research, programming, and bipartisan legislative discussions on U.S. relations with China. Drawing on the wealth of area studies collections available at the Library, the focus will be on the present state of relations and the public policy challenges likely to face legislators in the future.

Nominations received by December 15, 2017, will receive priority consideration, with the expectation that an appointment will be made no later than April 2018.

A panel of experts will consider nominees based on the following criteria:

  • Relevance of the nominee’s research to current issues in U.S. Foreign Policy toward China;
  • Knowledge of the legislative process and instruments of U.S. foreign policy;
  • Ability to communicate with members of Congress and their staff via briefings, facilitated conversation, and in-depth research and writing;
  • Ability to communicate with the larger policy community in Washington, DC.

About the Kluge Center and the Library of Congress

The John W. Kluge Center was established at the Library of Congress in 2000 with an endowment from John W. Kluge. It was envisioned as an academic center where accomplished senior scholars and junior post-doctoral fellows would gather to make use of the Library's incomparable collections and to interact with members of Congress. The Kluge Center is the Library’s leading resource for high-level academic research.

The Library of Congress is the largest library in the world, with 162 million books,
newspapers, maps, recordings, films, photographs, and other artifacts in its collections. The Library is the main research arm of the U.S. Congress and the home of the U.S. Copyright Office, in addition to being the first-established federal cultural institution. Its collections cover all topics, and include research materials from all parts of the world and in more than 450 languages.
