NAME: Defining Field 347 (Digital File Characteristics) in the MARC 21 Holdings Format

It was noted that the use of the code “rda” in 347 subfield $2 (Source) in the examples is problematic because it represents the overall description conventions applied to the record rather than the specific vocabularies recorded in the 347 subfields $a (File type) and $b (Encoding format). NDMSO will liaise with the RDA Steering Committee (RSC) in order to establish new codes for RDA vocabularies in the 34X tags as a whole.

Field 347 is currently defined in the MARC 21 Bibliographic Format as follows:
Field Definition and Scope:
Technical specification relating to the digital encoding of text, image, audio, video, and other types of data in a resource. This information could also be recorded in field 300 (Physical Description) $b (Other physical details).Multiple values from the same source vocabulary may be recorded in the same field in separate occurrences of subfields. Terms from different source vocabularies are recorded in separate occurrences of the field
Communities that follow provider-neutral guidelines for creating bibliographic descriptions of online resources avoid including details that vary by provider. Characteristics recorded in the 347 field such as file type, encoding format, file size, etc., may vary depending on the provider of an online resource and therefore would not be appropriate in bibliographic descriptions produced according to provider-neutral guidelines. Subfield $3 is defined in the 347 field and could be used to specify file characteristics of online resources offered by different providers, although this approach is not used in bibliographic descriptions following provider neutral practices.
Digital file characteristics that vary by provider would be useful if recorded at the local level and would be appropriate in the description of holdings related to the resource. Currently the 347 is not defined in the MARC 21 Holdings Format.
This paper proposes defining the 347 field in the MARC 21 Holdings Format with all of the same subfield definitions used in the Bibliographic format. It would be available for local use in defining digital file characteristics specific to different provider versions of an online resource and would be available for experimenting with item level/BIBFRAME annotation test cases that may be pursued in the future.
The details of this proposal were first discussed in MARC Discussion Paper No. 2016-DP10. The outcomes of the MARC Advisory Committee discussion included bringing the paper back as a proposal and incorporating use of $8 to link the 347 and 856 fields. A made-up example of using $8 to pair 347 and 856 fields has been added to the last section in 3.4 below.
