
Beginning with 19 libraries in 1931, a network of libraries serving eligible users was created to serve registered users at the state and local levels. Known as the network of cooperating libraries, it has expanded to include 55 regional libraries, 32 subregional libraries, and 14 advisory and outreach centers serving the United States and its territories: the District of Columbia, Puerto Rico, the U.S. Virgin Islands, and Guam. They serve as the first line of contact for program applicants and users, circulate braille and talking books and magazines and the free playback equipment needed to read them by postage-free mail. Many have additional collections, that include large-print books and descriptive video.
