Segmentation and version 3

Synopsis:
Is it possible to support segmentation and not be version 3 compliant? There is an option flag (on the init) which may be set to indicate if level-1 or level-2 segmentation is supported. Given that, isn't it possible to give version 2 as your highest supported protocol version? Wouldn't that work similar to Scan?

Response:
No. The difference is that a version 3 origin has to know about segmentation, even if it does not propose it on the Init; the target may indicate that segmentation will be in effect, even if the origin did not propose it (in contrast to Scan -- if the origin doesn't propose Scan, the target cannot set the Scan bit).
