NAME: Addition of subfield $5 (Institution to which field applies) in the 80X-830 Series Added Entry Fields of the MARC 21 Bibliographic Format

SUMMARY: This paper proposes the addition of subfield $5 in fields 800, 810, 811, and 830, for use in recording the name of a digital collection as a series in records for local or regional digital preservation projects, and projects of wider scope such as the Registry of Digital Masters (RDM). The data would indicate to which institution the series applies in records that are part of the registry or other digital preservation projects, where the institution makes a commitment to preserve digital masters.

Proposal No. 2010-02: Addition of subfield $5 in 80X-830 Series Added Entry Fields

1. BACKGROUND

Program for Cooperative Cataloging (PCC) guidelines mandate that bibliographic records created for online resources and coded as “pcc” should follow a “provider-neutral policy.” Thus the provider-neutral record does not give details about individual digital versions of a particular resource, whether it is a monograph, serial, or integrating resource. It is recommended, though not required, that non-PCC member libraries follow the provider-neutral guidelines whenever they create or revise records for online resources in OCLC. Exceptions to this policy are made for records from local or regional cooperative digitization projects and records authenticated as part of the Registry of Digital Masters (RDM).

The RDM is a service of the Digital Library Federation and OCLC that registers persistent digitally reformatted and born digital publications. Records contributed to the registry contain record elements that identify what resources or parts of resources have been digitized, where they can be accessed, and details of the digitization process. Some of this information is institution specific (e.g. holdings information) and is included in the OCLC master record. Records produced as a part of local or regional cooperative digitization projects (not part of the RDM) often also carry institution specific information related to digitized resources.

2. DISCUSSION

RDM and other similar preservation information may be coded in fields 506, 533, 538, and 583, and selected 7XX fields as long as subfield $5 (Institution to which information applies) is present. The subfield $5 functions as a signal to others to leave it in the shared cataloging record; it also makes it easy for other libraries to recognize it and remove it from their local catalogs if it is not wanted. The data in the various subfields $5 can be matched to understand features about a particular institution’s digitized version.

Currently subfield $5 is not authorized for use with any of the 8XX series added entry fields. It is proposed that subfield $5 be added to all the 8XX series added entry fields in the MARC 21 Bibliographic Format to accommodate local series that appear in records for the Registry of Digital Masters and other digital preservation projects.
